[Building Sakai] How to create course site with rosters using web-service

HI

Any one can help me how to create a course site having more than one roster.
I have already created enrollment_set, section, enrolled students and assigned official instructor to that enrollment_set. 

I have more than 400 sites, each site containing more than one section, I can not create these sites manually.
