[Building Sakai] Long pause in Sakai startup (2.8.x)

I'm sometimes seeing a long pause in startups:

2012-09-20 07:35:12,776  INFO main
org.sakaiproject.thread_local.impl.ThreadLocalComponent - init()
2012-09-20 07:36:11,008  INFO main
org.sakaiproject.tool.impl.SessionComponent - init(): interval: 7200
refresh: 60

There is a delay of pretty much a minute. This doesn't happen all the
time. Has anyone else seen this?
