Affected version is supposed to be set by people testing. If someone
notices it's a problem on version 2.8.2 then they would mark affects
version 2.8.2. If they decide to test further (say 2.9, trunk), ideally
they would mark more affects versions, but not many people do this.

The fix version for a release should only be set by the person who does a
merge. If you see it set otherwise you should remove it as we discussed it
shouldn't be an anticipated fix version but an actual fix version. Though
If the fix version version is set to 2.10 and the commit is in trunk, that
would be appropriate as it would be included in 2.10 when that is released.
Though ideally we'll run a bulk update to update all of those issues, so
it's mostly a waste for anyone to set it.

If someone wants to target it for a 2.9.x release, they need to set the
merge flag. At this point it's most likely we'll only have time to merge
criticals and blockers to 2.9.0 unless more people are interested in
helping with branch management and QA against this filter:

Everything else will make later releases of 2.9. Ideally we'll have a 2.9.1
within a month or two of 2.9.0 and more frequent releases releases than in
the past as necessary.
