[Building Sakai] how do I get a Tool and Placement?

I'm in a weird situation where I have siteId, toolId, and that kind of stuff but I need to find the Placement and Tool for them. I'm trying to set up a context for RSF for an ajax call. There's got to be some kind of manage I can call to get the Placement given a placement ID and the tool given a tool id, but I can't find them.
