[Building Sakai] Can we turn on English-DEBUG on the Nightly server?

The real debug locale is en_US_DEBUG. This was changed from en_DEBUG 
almost 2 years ago because you couldn't select en_DEBUG in the 
preferences. Check https://jira.sakaiproject.org/browse/KNL-582 for more 
information.

SAK-15037 is for shared i18n.

If using en_US_DEBUG breaks something, there's an i18n bug.

Is there a JIRA for this date/calendar issue?
