[Building Sakai] Reordering resources in IE doesn't work on 2.9.x

I'm trying MyInfusion.js now, rather than InfusionAll.js. This caused a
problem with the drag and drop in the preferences tool so it may be the
same here. Perhaps it would make sense to grep for all uses of
InfusionAll.js and test those tools on IE9.
