[Building Sakai] Assignment association with GB item after coping

If you still remember https://jira.sakaiproject.org/browse/SAK-8277, it is supposed to fix the GB-Assignment association issue after importing content, but our testing shows that this issue still exists in the latest release of Assignment. Do you know of any backing out history of the ticket?
