[Building Sakai] issue with Delegated Access Tool

Hi,

I am currently looking into the Delegated Access Tool (https://confluence.sakaiproject.org/display/DAC/Delegated+Access+Tool ) and it looks very promising. I am able to set it up, running on my local machine and created the tree hierarchy of courses.

Now, I have an issue with the 'delegated role' for a user.  For example, I have User with delegated Role: Instructor for a course site. However, when this user clicks the link from that 'Delegated Access' page, it will say that the 'Site is unavailable' on a new popup window.

Do I miss anything on the setup?  It looks like the user cannot swap the role.

Any suggestion will be highly appreciated.
