[Building Sakai] Proposed changes to Site Info Tool Selection Page (SAK-16600)

Hi Beth,

It looks like a great idea! I personally think that grouping the tools 
can be quite helpful for instructors and the layout that you present 
seems very clear and useful.

Can't think right now in any reason for not changing this (unless there 
is any technical difficulty).
