[Building Sakai] Tomcat 5.5.36

Hello,

I have filed a Jira to make the last Tomcat 5.5 release available in
the Sakai m2 repo:

I am happy to do it if I can be granted the privs. This is merely
housekeeping to make this version available to those who need, even if
2.8 moves to Tomcat 7 in a future maint release.
