[Building Sakai] "Recent Announcements" are not sorted by modified date

I get frustrated with JIRA search too and far more often I search JIRA via
Google.

For example, in a Google search, try this:

site:jira.sakaiproject.org/browse/SAK synoptic announcements order

For me, the first few results all point to relevant JIRAs.
