[Building Sakai] Finishing install Melete Lesson Builder, but error message

I finish Developed by the Etudes team, the Melete Lesson Builder (a.k.a.
Modules) on sakai 2.8.1

But I running it and following it 

 

type Status report

message You are not authorized to view this page

authorized to view this page).

 

What can I do to solution this problem?
