[Building Sakai] KNL-600 realm grants caching causes regression with joining sites

I believe VT and IU have both implemented KNL-600 in production.  Can
anyone from an institution that has implemented KNL-600 take a look at
SAK-22674?

It looks like KNL-600 causes a regression where joining and unjoining sites
via My Workspace -> Membership fails.
