[Building Sakai] Is any one can share Sakai 2.8.x skins/themes

Oh, right. I don't fully understand the Confluence permissions scheme yet. Can't anybody who wishes just create an account and be able to edit the page? I realize some spaces are restricted in who is allowed to edit.
