[Building Sakai] Is any one can share Sakai 2.8.x skins/themes

I'm able to access without logging in. Hopefully it is a public page. I went up the chain and checked permissions. It *looks* public (but I did get "burned" on Confluence access once before). :-)

Therefore, it may be that everyone does have access to this page.
