[Building Sakai] Messages Settings - Feature Request proposed back in 2010

Hi Michelle,

Great to hear that!,  both MSGCNTR-401 and MSGCNTR-438 add an 
interesting functionality, actually we started searching for more 
information about messages due to some Instructors complaints regarding 
"students spamming" their sites through the message tool. Exactly as its 
described in MSGCNTR-401.

I just tested both things on a nightly server and a good new feature, we 
look forward to update soon! Thanks to the people involved.
