[Building Sakai] Melete Installtion

Hi
This is so that each module has their dependencies declared. You don't need to do it in the master Pom and these days projects shouldn't be requiring that.
Just add the relevant parts to the melete/Etudes util poms and build each.
Ideally the util jar could be released into the maven repo so melete would just build.
