[Building Sakai] [EVALUATION SYSTEM] Requesting access to commit translations

Reviewing this, it looks like the following changes are in this patch:

1) Translation of the default sample items and scales and update to
preloader to support that translation
2) Translation of the admin settings related to the single email stuff (the
email stuff added by UM)
3) General spanish translation improvements

Generally, I would say that these should each be a separate ticket with a
separate patch but for now it's probably OK (though it makes testing
harder). The only issue I see is that you used ResourceLoader instead of
the MessageLocator service. For this tool, we user MessageLocator service
for all translations. It will delegate calls to whatever is appropriate. If
you could adjust the patch to use that service instead of the
ResourceLoader class then I think we can apply this patch to trunk.
