[Building Sakai] External help?

I think I just had some wonkyness going on in the instance I was using.  I started over and it did work as advertised.

I've been trying to piece things together from various sources about external help and I've got this old example:

Seems like there's more to it than just adding a help.xml file living at help.location.  Any pointers or up-to-date documentation?
