[Building Sakai] Sakai 2.9.0-rc03 released

I updated sakai-29.rutgers.edu today. (I was stuck in my office for 28 hours due to power failure at home. The excitement of living in NJ.) It's a load-balanced production configuration, with neochat turned on.

I'll update to final release when it comes out, but don't intend to redo the database, at least not immediately.
