Site Stats does have a server wide option, but it's disabled by default
because it didn't perform well.
It was originally implemented in

In Sakai 2.9 (Site stats 2.3), Steve improved the performance of this
feature for MySQL database users.

Many other users have put Google Analytics tracking into their site or
written scripts to data mine their logs or event tables. This can be done
in a variety of ways depending on how what data you want to track.
