[Building Sakai] i have question

This is completely possible as long as these schools don't require
some level of administrative access.  Then development would be
necessary.  There is no partitioning of site/user management in sakai.
 If you are a super admin, you can see everything.  Which means unless
someone like yourself co-ordinates all the mgmt activity you might
have a problem, in addition if there are any configuration related
difference between this organizations you'll have another problem, as
not everything can be configured at a site level, many things are
global.
