[Building Sakai] Steve Githens' Etherpad Basic LTI integration

I am in the final stages of testing a new implementation of an LTI 
integration with EtherPad Lite.  UC Berkeley plans on making this 
available under ECL 2.0, though it doesn't have a code repository quite 
yet.  As soon as it is available, I'll post an announcement here.
