[Building Sakai] Jira down tonight in an hour (1AM EDT)

I also enabled the permission on jira-users for the to the Read Only Visual
Workflow. A new link pops up now next to the resolution.

It's a little crowded but maybe this can be fixed. I think it's appropriate
for all jira-users at least.
