[Building Sakai] Jira down tonight in an hour (1AM EDT)

Just as a reminder, there is a scheduled downtime to upgrade
jira/confluence for anyone doing late night coding (or working from
Australia). It was planned to be down for around 2 hours, and that was
going to start in about an hour at 10 PM PDT, 1AM EDT.
