[Building Sakai] lesson builder 1.4.x (2.9) is now tracking lesson builder trunk (2.10)

Based on feedback here, I've now synced lesson builder 1.4 (Sakai 2.9) with 1.5 (Sakai 2.10), except for POM files and the default for the new popups. It is off in 1.4.x and on for trunk.

Main changes:

       popups for other tools such as resourcesa and quizes. This is controlled by
          lessonbuilder.use-new-popups, which defaults to false for 1.4
       hold and release date for individual pages
       continuing improvements to copying lesson builder from site to site.
       additional error checks for CC import, to allow IMS certification

I will continue to sync changes until I add a major enough feature that it doesn't make sense or we get nearer to the release of 2.9.

I assume that sites are using 1.4.x for production, but not trunk. I recommend moving from older versions to 1.4.x as soon as possible. I will fix disasters in 1.3.x if they are reported, but not in older versions. But 1.4.x should be at least as reliable as 1.3.x.

I'm not doing separate snapshots of 1.4.x, but depend upon the snapshots done with 2.9. However there's no particular reason to use a snapshot rather than 1.4.x, though I might not take a new revision until a day or two after it is done.

I document changes by revision number, not by tag.
