[Building Sakai] Ability to Disable Sakai Users

I was doing some research to see if anyone has come up with a way to 
Disable Sakai Users in the system?

I see a old Jira ticket here 
https://jira.sakaiproject.org/browse/KNL-793 and see if anyone is doing 
this work on this?
