[Building Sakai] Tool icons do not appear in Sakai Skin neo-examp-u

Mustansar,

The example skins are just that - examples of what you can do. In this
example the designer decided to skip the tool icons.

If you want to use that one as a base for your institution - all you need
to do is adapt how the default does it.
