[Building Sakai] Assessment can not edit published/retracted Random Draw points

An instructor has queried why she can not edit the question point values for a random draw part of a published assessment in version 2.7.1

There has got to be some logic here and I am interested in replying to her with that logic.  If there is no reason I'd be happy to create a Jira ticket to suggest this be editable.

Steps to replicate:
- Create an assessment with a random draw part
- Publish the assessment
- Edit the assessment retracting it
- Edit the Random draw part
- The point values are not editable
