[Building Sakai] LessonBuilder upgrade problem 1.3 to 1.4

Hi
On my dev box I'm upgrading from LessonBuilder 1.3 to 1.4. The funny thing
that is happening is that the tool no longer displays in the list of tools
in Site Infor or in the Site tool. Could I have stomped on something? I'm
doing this in Sakai 2.6 which isn't ideal but I updated the kernel and
other tools it uses, and it looks like it should work. There's no errors.

Any idea of what I did wrong? Thank you!
