[Building Sakai] How to change Time Zone of all users

Dear All

The time zone  is set to "GMT+5 Islamabad , Krachi, Taskant"  on system
where sakai instance is installed (see attachement)

and we also added    -Duser.timezone=Asia/Karachi   to JAVA_OPTS but when
starting sakai then getting exception message "class not found"
