[Building Sakai] Duplicate code

I'm not aware of anything that is doing that. There are some eclipse
plugins and tools like simian or the jenkins DRY plugin. I don't know
if anyone is using them though (I use an eclipse plugin sometimes but
not across all of Sakai).
