[Building Sakai] From where to download oauth-api-2.8.0.jar

It doesn't seem to be quite what Jehan asked for, this is
net.oauth.core and not com.rsmart:oauth-api

And you should be able to get these dependencies using
http://oauth.googlecode.com/svn/code/maven/ as a maven repo.
