[Building Sakai] CLE Skins default and neo-defualt

They are separate skins.
If you are using 2.9 and the neoskin templates, it adds a "neo" prefix to
your skins, this prefix is configurable.

These are 2 new properties for 2.9:
portal.templates=neoskin (or defaultskin)
portal.neoprefix=neo-
defaultskin is the older (2.8) template, and then the portal.neoprefix is
ignored. In this case, the "default" skin files are then used out of
reference instead of the neo-default..
