[Building Sakai] Jira browse permissions

Hi all,

It seems a number of projects are setup with restricted public browse permissions. For example, if you logout and go to:
https://jira.sakaiproject.org/secure/IssueNavigator.jspa

Then the project list is small.

Likewise going directly to an issue in a protected project forces a login.
https://jira.sakaiproject.org/browse/DASH-240

Login and you get read access to everything.

I think all projects should be open to the public for reading. This is probably just an oversight in the permission schemes for the projects. Should we fix it?
