[Building Sakai] [building sakai] how to set ?

I started sakai in following way:
 1. started the config file with following configuration: -Duser.language=mn         
-Duser.region=mn -Dfile.encoding=UTF-8
 2. on sakai.properties file:

# ########################################################################
# LOCALE
# ########################################################################

# Supported language locales for user preferences.
# Default: the single default locale for the JVM
locales = mn
# Extra locales to add on to the list of locales (usually only enabled for
debugging), Default: "" (empty string)
#locales.more = mn_MN


The issue that arised was: system starts with Mongolian translation, but
when new user registers, the system automatically logins the new users, and
the tutorial and the system's language was changed to English.
a. How to find tutorial files to translate?
b. How do i make sure that the system works in Mongolian at all times? There
shouldn't be any other language than Mongolian.
