[Building Sakai] RSF version, is it OK to use a snapshot?

For trunk it's fine. For the .x branches (2.9.x) it won't let us release
with snapshot dependencies. So we'd have to get 0.7.6 released this week if
it needs it since we're planning a beta 07.
