[Building Sakai] Assessment Migration from Bb (WebCT) CE8 to Samigo

Shoji:

IIRC, WebCT/Bb changed formats in the move to CE 8 in a way that makes them
less open to parsing (eg, using bfree). You may need to try something like
connecting a tool like Respondus to CE 8 and Sakai CLE and using it to
migrate assessments.
