[Building Sakai] Possible Bug in Forums?

In the Forums tool, the "Post to Gradebook" permission settings
continues to display after the Gradebook tool has been removed from the
site.

Should the Forums permission tool check to see if the tool is currently
active on the site rather than checking to see if there is a gradebook
for this site in the database.

We are running Sakai 2.8.1 on MySQL 5.5
