[Building Sakai] Resource Notifications

Hi All

Just wanted to check I'm not going totally bonkers - do notifications for changes in resources (new/amended/etc.) get triggered by the content.all.groups permission (amongst other things)?

On our 2.7 instance I'm seeing group-restricted new resources sending notifs to all site maintainers if any level of notification is selected. Digging around in JIRA suggests that may be intentional. I haven't dug into the code, but if it is intentional, is there a way of switching the behaviour off?
