Any role can create an assessment if they have the assessment.createAssessment permission in their role. There may be other permissions they need though, like publishAssessment for example.

The Email Archive tool is just like a mailing list, it isn't an email account per user.

There is a web interface to view the messages in the archive, and you can send from something like MailSender. Instant messaging is built in from Sakai 2.9 onwards via the portal chat function.

It's per site, not personal.

There are no 'contacts' in Sakai. You can get and export a list of your connections if you use Profile2, see /direct/profile/describe)

Yes. You can subscribe to the calendar in Sakai though you need to activate it. IIRC there was a patch that automatically activated it for everyone via a difficult to guess URL. You might also be interested in the recent work on the signup tool which adds ICS integration for events.
