[Building Sakai] 2.7.x to 2.8.x upgrade causes the gateway/login page to constantly reload itself

We have upgraded our Sakai instance from 2.7.x to 2.8.x (rSmart CLE).
Now when the users access the gateway/login page for the first time,
the page constantly reloads itself.

I looked at https://jira.sakaiproject.org/browse/SAK-19371, which
pretty much describes our issue. However, the ticket indicates that
this was fixed in trunk/2.8.x. One explanation is that for some
reason, the browsers don't fetch the new version of portalscripts.js
and use the old cached version.

Has anybody experienced this issue, and are there any ways to fix this
other than telling the users to clear their browser cache?
