[Building Sakai] Ordering announcements in synoptic tool

When you enable announcement re-orderer, either by sakai property or tool
property, it presents a tab "Reorder" in the announcement tool, that lets
you reorder the announcements by drag-and-drop, that changes the order both
in the announcement tool and synoptic tool.
