[Building Sakai] Assignment submission issue

When I compared the trunk commit (r89037) to the 2.7.x merge (r92289), 
it looked like one chunk was missed. After merging r92289, I think 
you'll want to add the following to 
assignment-tool/tool/src/java/org/sakaiproject/assignment/tool/AssignmentAction.java 
. Local testing confirms that with this extra bit of code committed, the 
issue doesn't occur as a result of multi-tab grading.
