[Building Sakai] Subversion

I was installing a new Sakai instance on my computer today and though to 
check some of the versions of tools that I use.  I note that there is a 
new version of Subversion, 1.7.0 that (while backwards compatible with 
older server) introduces some new features.  We may wish to move up to 
1.7 for the 2.9.x or later release.
