[Building Sakai] [Deploying Sakai] tool_base.css location issue?

Also, a recent change is that tool_base.css is now loaded on the main
portal pages, whereas before it was only loaded on the iframe-embedded tool
pages. It has some css declarations with the !important tag which may be
overriding things from portal.css.
