[Building Sakai] Cafe build: strange site-setup behaviour

Hi All,

I the recently resurrected cafe build I'm getting very strange behaviour 
from site-setup (basically it can't be used)

1) Create a new site
2) choose project site
3) select tools
4) get the email archive alias set up screen which fails with a 
permission message

The only solution I found was to install mailarchive and site setup 
still insisted on the alias set up
