[Building Sakai] How to set tool wise permission?

That permission probably needs to look like this:

String siteRef = siteService.siteReference(siteId); // (1)
if (securityService.unlock(userId, "tool.permission", siteRef)) { // (2)
	// do something since this user has permission
}
