[Building Sakai] PageOrder and Fluid reordering component

No, I didn't test. Do I need to set a Sakai property?  I'm not seeing it in
my trunk.  Does this property override it?

preference.pages=prefs_tab_title, prefs_noti_title, prefs_timezone_title,
prefs_lang_title, prefs_privacy_title
