If you mean the Internal ID that you see on the Administration
Worksite -> Users tool the answer is not easily, unless you don't mind
them losing all their site memberships, content and settings.

If you mean User ID that you see on the same users tool, yes, this
changes the ID they use for logging in but keeps all their content in
all modern tools. (By old tools I mean from before Sakai 2.4.x).

If your users are provided through LDAP or other integration you can't
change their details through the users tool, but you should be able to
update thier record in the SAKAI_USER_ID_MAP table.
